Under the Welsh Language Act every public body providing services to the public in Wales had to prepare a scheme setting out how it will provide those services in Welsh. With the enactment of the Welsh Language Wales Measure eventually schemes will be replaced by standards. It describes how we will give effect, so far as is both appropriate in the circumstances and reasonably practicable, to the principle established by the Welsh Language Act and reinforced by the Welsh Language Wales Measure that, in the conduct of public business and the administration of justice in Wales the Welsh language will be treated no less favourably than the English language. The scheme covers the services that we provide to the public in Wales. In this scheme, the term public means individuals, legal persons and corporate bodies. It includes the public as a whole, or a section of the public, as well as individual members of the public.

As the year races on and the start of Spring rolls round again, our attention turns to Wales, who celebrated the feast of their patron, St. David, on the 1 st of March. While Welsh and English hold equal status as official languages in Wales, growing concern exists regarding what some see as a continuing tendency to place higher value on English than the indigenous language.
While the signs are very much tongue-in-cheek, they succeed in raising the serious point that when proper measures are not taken to ensure the quality of a translation , the results that ensue can be ridiculous and downright disrespectful. In the same week it was revealed that the Welsh government are taking action to overturn two of the regulations listed in The Welsh Language Standards, a set of rules which was written and approved by its very own staff in order to preserve the right of the people of Wales to use the language.
The rules in question state that all documents prepared for public use must be available in Welsh, and that all audio announcements made in a place of work must be made in Welsh before they are made in English. It is easy to forget that not very long ago Welsh was burdened with a reputation as being an out of date and irrelevant language , which hindered its speakers from progression. Over the years many people have fought to shake this notion, to reverse centuries of decline in the use of the language, and to ensure the Welsh language receives its proper recognition as an essential aspect of Welsh culture and identity, not just historically, but today.
Whether a Welsh speaker or not, the language and its speakers should be treated with the respect they deserve. The use of correct Welsh, in translation or otherwise, and its availability on an equal basis to English, would be a good place to start. Last but not least is my personal favourite — another bilingual road sign what is it with these road signs?!

Modern Welsh dates back to the sixth century. It is very closely related to Cornish and Breton. However, its history goes even further back to years BC, when the early languages of Europe and Central Asia influenced the Celtic languages spoken across the European continent. Most European languages, including Welsh, evolved from a language that we now call Indo-European, which in turn developed into nine language groups, one of which was Celtic.
The Celtic language also had its own family of languages, some of which died out over the centuries. Those that survived migrated from mainland Europe to the western islands of Britain and Ireland. Welsh may not be spoken as much as English, but it is actually the oldest language in Britain. The passing of the and Acts of Union brought a significant change to the official use of Welsh.
The purpose of the Acts of Union was to integrate Wales with England. Therefore, English became the official language of business in Wales.

The ability to communicate through a shared language is something we all take for granted. Take for example, Cymraeg, or Welsh, which is a language native to the British Isles, originating from a Celtic language spoken by the ancient Britons. Throughout its history it has faced numerous challenges to its existence. Welsh is a Brythonic language, meaning British Celtic in origin and was spoken in Britain even before the Roman occupation. Thought to have arrived in Britain around BC, the Celtic language evolved in the British Isles into a Brythonic tongue which provided the basis not only for Welsh, but also Breton and Cornish.
At this time in Europe, Celtic languages were spoken across the continent even as far as Turkey. The first written Welsh however is thought to date back a further years, reflecting the rich history of this language. The early Welsh of its Celtic forbearers became the medium for medieval Welsh poets such as Aneirin and Talesin.
Both figures became notable bards and their work was preserved for subsequent generations to enjoy.

Welsh evolved from British , the Celtic language spoken by the ancient Britons. It is not clear when Welsh became distinct. Kenneth H. Jackson suggested that the evolution in syllabic structure and sound pattern was complete by around , and labelled the period between then and about “Primitive Welsh”. Jackson, however, believed that the two varieties were already distinct by that time. However, much of this poetry was supposedly composed in the Hen Ogledd, raising further questions about the dating of the material and language in which it was originally composed.
The next main period, somewhat better attested, is Old Welsh Hen Gymraeg , 9th to 11th centuries ; poetry from both Wales and Scotland has been preserved in this form of the language. As Germanic and Gaelic colonisation of Great Britain proceeded, the Brythonic speakers in Wales were split off from those in northern England, speaking Cumbric , and those in the south-west, speaking what would become Cornish , and so the languages diverged.
The Book of Aneirin Canu Aneirin , c. Middle Welsh Cymraeg Canol is the label attached to the Welsh of the 12th to 14th centuries, of which much more remains than for any earlier period. This is the language of nearly all surviving early manuscripts of the Mabinogion , although the tales themselves are certainly much older. It is also the language of the existing Welsh law manuscripts. Middle Welsh is reasonably intelligible, albeit with some work, to a modern-day Welsh speaker.

This follows comments presented by staff and the unions during the recent consultation, along with the main messages from the Language Committee, the Education and Economy Scrutiny Committee, and the full Council. During the Cabinet discussion, the Council’s commitment to maintaining the network of language centres was underlined, but that there was no choice but to consider options for the future due to cuts in the grant funding received from the government to run the service.
Members noted that comments had been submitted regarding the possible affect of restructuring on the quality of the provision, along with concerns about increasing the teacher : pupil ratio in the centres. The decision taken will be to pilot an alternative staffing model in one centre and to monitor whether there is any impact on the quality of education and pupil attainment, as well as adapting the teachers’ terms of employment in the centres.
